NO! Low-sec should be between safe empire and 0.0 in both risk and rewards. At the moment it fits where it should in the rewards area, but the risk is insanely inflated. The RISK in low-sec needs to be reduced.
I'm actually in agreement, about bumping up the ore and spawns. However, NOT so far, as it is on par with -0.0. There should be way more destroyers, cruisers, and even 1-2 battlecruisers as a "normality". Also, there should be minor officer spawns (Battlecruiser level officer, with faction (but not officer) loot.)
As far as ore, I would suggest Hedbergite in 0.4, and Crokite in Empire 0.0. Also, increase the "spawn" rates of the ore, from once or twice a week, to daily.

Umm.. i'm 50/50 on this. Instead of uber concord, maybe a small gang (2 battleships, 3 battlecruisers, 4 cruisers, 3 web/scramb frigs) of the various "police forces" patrol the low sec gates, with 0.4 being frequent, to 0.0 being.. once a day.
by the "police forces" i mean, Caldari Navy Fleet (for caldari space), Minmatar Fleet (for matari space), etc..

I think the mineral / ore ratio is fine, just spawned / re-arranged would be a better fit (i'm a miner btw)
